For years, many proposals have gone before the General Assembly
in the closing days of the legislative session. Often, last-minute
legislation is brought to the floor by one of the key statehouse
players-- the governor, House speaker or Senate president--and most
lawmakers have little or no idea about what is contained in the bill on
which they have to vote.

The Edwardsville League of Women Voters heard an overview last week of
the proposed amendment to the state constitution known as the Show Us
bill, one designed to prohibit filing of "shell" bills,
seemingly innocuous bills purported to change "an" to
"the" or vice versa, and then amended during the final moments
before the vote to contain the real intent of the legislation.

League

of Women Voters pushing constitutional amendment - 10/1/07 Daily

Illinois may not be the "show-me state," but some community
leaders hope it'll become home to the "show-us amendment." The
League of Women Voters and other advocacy groups are circulating
petitions for a proposed change to the Illinois Constitution, hoping to
get enough signatures to place a question on the Nov. 4, 08, ballot.

dysfunction was predictable - The

Illinoisans who try to follow the activities of the Illinois
General Assembly soon may find their heads spinning. There are so many
twists and turns in the legislative process, so many characters and so
many bills that it's like trying to follow the convoluted plot of the
latest "Pirates of the Caribbean" movie. Since Gov.
Blagojevich once described lawmakers as drunken sailors, perhaps the
pirate analogy is appropriate.

a fast track with no accountability - Sauk

What's the point of sunshine? It is to give vision, through newspapers
like this one, to citizens in our democracy. Unless we can be in the
room when elected officials act on our behalf, and follow the paper
trail of their stewardship, the "by the people" part of
Abraham Lincoln's description of democracy is meaningless.
